Remove older servers.

My suggestion is remove servers that have been offline for a certain amount of time. If they do come back online they can just register again. Some shards such as pvp kings has not been online for sometime but it somehow has over 100 votes. It would also make it easier for people looking for a new shard.

Servers that are unpingable after a certain amount of time drop off the list, but only if we've been able to verify them as pingable in the first place. If they come back up, they reappear.

I usually go through and remove the latter by hand.
